Technical review of Napier marine wastewater outfall seepage resource consent variation

Dr Ngaire Phillips undertook an independent review of a summary of monitoring results showing the environmental impacts of an unconsented seepage of primary/secondary treated wastewater from Napier City Council’s (NCC) coastal outfall pipe. The document was prepared by NCC to support a variation to the existing resource consent, to allow the seepage to continue until it could be fixed (either temporarily or permanently). As the report had been prepared internally, NCC sought an independent review of this report. Dr Phillips also provided comment on recommendations for monitoring, which addressed potential effects on human health, ecological and cultural risks associated with the seepage.
